"Working" Tax Cuts?

In this article, Krugman asserts that the Bush Tax-Cuts didn't "work".

I'd like to ask this author to explain by what measure did the tax-cuts not "work", as they were successful by so many measures.

Did they lead to increased revenue? Yes.

Did they decrease the percentage of income the government takes from all taxpayers? Yes.

Did they help spur additional economic growth and help our economy bounce back after a tragic event and a dot-com bubble burst? I'd argue that they did, but I doubt even an intelligent liberal could make the case that somehow the tax-cuts themselves hurt the economy.

I'm perplexed as to how this record can be associated with failing tax cuts, and would be happy to entertain an intelligent thought. It's too bad this article didn't provide one.
